Rural Library Hotspot Lending Programs

Session Description: 
Hotspot lending programs are becoming increasingly popular in libraries across the country.  However, they are less common in rural locations, where smaller budgets, fewer staff members, and lack of cellular coverage can be a concern.  This project presents the results of case studies from 24 rural libraries in Kansas and Maine who participated in a pilot hotspot lending program during 2015-16.  Lessons learned and tips for setting up a successful program will be discussed. 

Speakers:
Brian WhitacreBrian Whitacre is a professor in the department of Agricultural Economics at Oklahoma State University.  Brian’s main area of interest is rural economic development, with a focus on the role that technology can play.  Brian has published over 40 peer-reviewed journal articles, with most of them exploring the relationship between Internet access and rural development.  Brian has won regional and national awards for his research, teaching, and extension programs. 

Jacob ManloveJacob Manlove is a PhD student in the department of Agricultural Economics at Oklahoma State University. Jacob is working under advisor Brian Whitacre with research focused on rural development. His latest publication, with Brian Whitacre, examined the relationship of broadband adoption and potential influences on civic engagement. Prior to enrolling at Oklahoma State, he studied at the University of Arkansas for his B.A. and M.S., receiving an award for Most Outstanding Graduate Student in the College of Agriculture.
